When they say measure they mean it! My purchase only fits by a couple of inches. I will buy more in the next size up. The reason for buying more is this- these are great belly bands. They have a lot of padding for much better absorption. My dog won't be a soggy bottom boy. 😉 I also buy this brand of diapers for dogs. They are also excellent.

Doggie diapers worked well for the 16 inch waist on my Pomeranian poodle.... It's on the tightest setting. Velcro is very large and adjustable. I wish we got medium because large is on the tightest setting
